The Chartered Institute of Public Administration and Governance (CIPAG) is a globally recognized professional body headquartered in the USA, dedicated to advancing excellence in public administration, effective governance, and ethical leadership. We serve as a global hub for civil servants, policy analysts, and governance professionals committed to building strong, transparent, and accountable institutions.
CIPAG certification validates your expertise in public administration and governance, enhances career prospects (including eligibility for senior civil service roles), provides access to a global network of 12,000+ professionals, and ensures adherence to the highest ethical standards. Certified members also receive digital badges, priority access to policy forums, and discounts on CPD events.
Your choice depends on your career stage, experience, and goals. Early‑career professionals (0–5 years) may start with the Certified Public Administrator (CPA®) foundation level. Mid‑career professionals (5–10 years) often pursue Chartered Governance Professional (CGP®) or Public Financial Management (PFM™). Senior leaders (10+ years) aim for Certified Public Administration Executive (CPAE) or Distinguished Fellow (DFCIPAG). Use our Certification Finder for a personalised recommendation.
CIPAG offers the Professional Route (for those with formal education in public administration, political science, law, or economics) and the Experiential Route (for seasoned practitioners with 10+ years of hands‑on governance experience, including senior civil servants, military personnel, and policy advisors).
Yes, CIPAG allows flexibility. You can transition between routes based on your evolving qualifications and experience. For example, a member who initially joined via the Experiential Route may later complete a formal MPA degree and then switch to the Professional Route for faster progression to Fellow status.
You will need: academic transcripts (certified copies), proof of work experience (employment letters or service records), two professional references from senior public sector leaders, and, for the Experiential Route, a portfolio of achievements (policy papers, reform projects, awards).
The timeline varies by certification level and route. Associate and Professional route applications typically take 4–6 weeks for evaluation. Fellow and higher tiers may take 8–12 weeks due to peer review processes. Examination‑based certifications (CPA®, CGP®) are scheduled monthly, with results in 2–3 weeks.
*Fees are reduced by 50% for candidates in Africa and the Caribbean. Contact your local CIPAG agent for exact pricing.
Yes: rescheduling fee ($50–$80), special accommodations fee ($75), exam remarking ($50), and certificate reprint ($50). Membership annual dues range from $75 (Associate) to $250 (Fellow and above).
You must engage in Continuing Professional Development (CPD) – 60 credits every 3 years (30 for Associate). Activities include attending webinars, publishing research, mentoring, and completing CIPAG‑approved courses. Members must also adhere to the Code of Professional Conduct and pay annual dues.
CIPAG mandates annual or biennial CPD across four categories: core governance competencies (policy, finance, ethics), leadership development, ethical practice reinforcement, and thought leadership contribution. Members submit CPD records via the CIPAG Competency Portal.
Failure to comply will result in a warning for first offence. Repeated non‑compliance may lead to suspension of membership, loss of certification, or revocation of chartered status. Appeals can be submitted to the Standards Council.

CIPAG’s Code of Professional Conduct emphasizes integrity, transparency, confidentiality, fairness, and social responsibility. Members must avoid conflicts of interest, protect citizen data, and uphold the rule of law. The Code is aligned with UN Convention against Corruption and OECD public integrity principles.
The Ethics and Disciplinary Committee investigates complaints. Sanctions may include reprimand, suspension, mandatory ethics training, or revocation of membership/certification. All decisions follow principles of natural justice and can be appealed to the Standards Council.
