Eminent Fellow (ECIPAG) is a lifetime recognition awarded to individuals whose contributions have reshaped public administration, governance systems, or international policy. These are the giants of the profession – former heads of state, chief justices, UN agency directors, or scholars whose work has defined generations of public service.
The honor is strictly invitation‑only, with a minimum of 25 years of exceptional service and a legacy of substantial, measurable impact. Candidates are evaluated on innovation, ethical leadership, and the lasting effect of their work on society.
