Preamble

We, the members and leaders of the Chartered Institute of Public Administration and Governance (CIPAG), affirm our dedication to the highest ideals of public service. Recognising that effective, ethical, and inclusive governance is the foundation of peaceful and prosperous societies, we establish this Charter to guide our collective action and professional standards.

Article 1: Name & Status

The organisation shall be known as the Chartered Institute of Public Administration and Governance (CIPAG), a professional body headquartered in Washington D.C., USA. CIPAG is a non‑profit, non‑political entity dedicated to the advancement of public administration worldwide.

Article 2: Purposes

CIPAG exists to:

  • Promote excellence in public sector leadership, policy formulation, and service delivery.
  • Set and maintain rigorous professional standards for public administration practitioners.
  • Provide globally recognised certification and continuing professional development.
  • Advance ethical governance, anti‑corruption, transparency, and citizen‑centred accountability.
  • Foster international cooperation and knowledge exchange among governance professionals.

Article 3: Core Values

All CIPAG activities and members shall be guided by:

  • Integrity: Uncompromising honesty and moral courage.
  • Excellence: Relentless pursuit of superior public service.
  • Accountability: Responsibility for decisions and outcomes.
  • Innovation: Embracing change to serve citizens better.

Article 4: Membership

Membership is open to all individuals who meet the professional and ethical standards set by the CIPAG Standards Council. Routes include Associate, Fellow, Doctoral Research Fellow, Distinguished Fellow, Platinum, and Eminent Fellow. All members must adhere to the Code of Ethics and complete continuing professional development requirements.

Article 5: Governance Structure

CIPAG is governed by an elected Board of Trustees and a Standards Council responsible for credentialing, ethics, and professional standards. Day‑to‑day operations are managed by a Secretariat led by the President and CEO.

Article 6: Amendments

This Charter may be amended by a two‑thirds majority vote of the Board of Trustees, following consultation with members. Amendments take effect 60 days after notification.

Adopted this 1st day of January, 2026.
